Competitive Natural Gas Registration Instructions

Companies wishing to provide competitive natural gas supply in New Hampshire must first register with the New Hampshire Department of Energy. The Puc 3000 Rules, N.H. Code Admin. Rules Puc 3000, apply to applications for initial and renewal registrations of competitive natural gas suppliers (CNGS).

The New Hampshire Department of Energy administers and enforces the registration, assessment and consumer protection requirements of Puc 3000 Rules, N.H. Code Admin. Rules Puc 3000, which apply to applications for initial and renewal registrations of competitive natural gas suppliers (CNGS).

Instructions for preparing an application to register as a CNGS  and filing registration-related documents are below. Additional information regarding annual assessments and other reporting requirements can be found below as well. The complete rules and requirements for a CNGS are contained in Puc 3000 Rules, N.H. How to Complete the Filing of a CNGS Registration Application and Related Documents

An original and two paper copies along with an electronic version of each document must be provided to the New Hampshire Department of Energy. Please mail and email the registration-related documents to:

Preparing and Completing a CNGS Registration Application

  • Applicants are required to provide the information and documents specified in Puc 3006.01
  • Download, complete, and file the Competitive Natural Gas Supplier Application Form. Please note the application form is provided as a convenience for filing; use of the form provided is optional and is not a requirement for preparing
  • Secure and file a financial security instrument that complies with Puc 3003.03.
  • If the application is for an initial CNGS registration, remit payment of $250. (Note: there is no fee for an application to renew a CNGS registration.)
  • Make payment payable to: New Hampshire Department of Energy

In addition to filing an application for registration with the NH Department of Energy, CNGS initial registration applicants must also email notification of the registration application to the two natural gas local distributions companies (LDCs) at the same time the applications are submitted to the NH Department of Energy. Annual Assessments

Competitive Natural Gas Suppliers are subject to an annual assessment of $10,000. A CNGS may be eligible for an exemption from the assessment for a given year if it earned less than $10,000 in gross New Hampshire revenue during the preceding calendar year ending on December 31, and it submits an exemption form confirming the applicable revenue total for that fiscal year.

A CNGS which no longer intends to sell natural gas to customers in New Hampshire shall request withdrawal of its registration from the New Hampshire Department of Energy.

Additional Reporting Requirements

A registered CNGS must submit the reports described below to the New Hampshire Department of Energy.  An original and two paper copies along with an electronic version of the required report should be mailed and emailed to:

  • An annual report of sales for the prior calendar year to be filed no later than March 1 of each year. The reports must contain the following.  See Puc 3003.04 (a) and (b):
    • The name of and responsible reporting agent for the CNGS;
    • The date of the report;
    • The year covered in the report;
    • The number of New Hampshire customers, by rate class, by month, with annual totals; and
    • Sales volumes to New Hampshire customers, in dekatherm units, by rate class, by month, with annual totals.
  • An annual surety adjustment report.  See Puc 3003.03 (a)(7). A CNGS shall adjust its financial surety annually, as necessary, based upon natural gas usage or estimated usage. The surety adjustment report is filed on or before May 31 of each year.
