Competitive Electric Supply Registration and Renewal Instructions

Companies wishing to provide competitive electric supply in New Hampshire must first register with the New Hampshire Department of Energy. The Puc 2000 Rules, N.H. Code Admin. Rules Puc 2000, apply to initial and renewal registration applications for competitive electric power suppliers (CEPS).

The New Hampshire Department of Energy administers and enforces the registration, assessment and consumer protection requirements of Puc 2000 Rules, N.H. Code Admin. Rules Puc 2000, which apply to applications for initial and renewal registrations of competitive electric power suppliers (CEPS).

Instructions for preparing an application to register as a CEPS and filing registration-related documents are below. Additional information regarding annual assessments and other reporting requirements can be found below as well. The complete rules and requirements for a CEPS are contained in Puc 2000 Rules, N.H. Code Admin. Rules Puc 2000.

How to Complete the Filing of a CEPS Registration Application and Related Documents:

An original and two paper copies along with an electronic version of each document must be provided to the New Hampshire Department of Energy. Please mail and email the registration-related documents to:

Preparing and Completing a CEPS Registration Application:

  • Applicants are required to provide the information and documents specified in Puc 2006.01
  • Download, complete, and file the Competitive Electric Power Supplier Application Form. Please note the application form is provided as a convenience for filing; use of the form provided is optional and is not a requirement for preparing and submitting an application for registration.
  • Secure and file a financial security instrument that complies with Puc 2003.03.
  • If you intend to serve residential or small commercial customers, file the appropriate Disclosure Summary Template Form.
  • If the application is for an initial CEPS registration, remit payment of $250.00. (Note: there is no fee for an application to renew a CEPS registration).
  • Make payment payable to:  New Hampshire Department of Energy.

Annual Assessments

Competitive Electric Power Suppliers are subject to an annual assessment of $10,000. A CEPS may be eligible for an exemption from the assessment for a given year if it earned less than $10,000 in gross New Hampshire revenue during the preceding calendar year ending on December 31, and it submits an exemption form confirming the applicable revenue total for that fiscal year.

A CEPS which no longer intends to sell electricity to customers in New Hampshire shall request withdrawal of its registration from the New Hampshire Department of Energy. 

Additional Reporting Requirements

Quarterly Sales Report

A CEPS must submit a quarterly report of its sales to the New Hampshire Department of Energy. The report is due April 30 for the quarter ending March 31, July 31 for the quarter ending June 30, October 31 for the quarter ending September 30, and January 31 for the quarter ending December 31 of the prior calendar year. A quarterly sales report form is provided for convenience.  Use of this form is optional.

Environmental Disclosure Label

Puc 2004.05 requires a CEPS to provide an environmental disclosure label to each of its customers no less frequently than once each year. The environmental disclosure label identifies the sources of the CEPS electric energy service and the environmental characteristics, as described in Puc 2004.05 (b).

The environmental disclosure label shall also be provided to the New Hampshire Department of Energy in an electronic format annually.  Environmental disclosure labels should be emailed to:
